The meeting of the Commission on Crime Prevention and Criminal Justice (CCPCJ), devoted this year to the issue of “cybercrime”, is of great interest and attention on the part of Pope Francis.

Technological progress has brought with it enormous benefits, yet the dark side of our new digital world cannot be underestimated. Among its most serious aspects is the spread of new forms of criminal activity, or of older forms now conducted with new and extremely powerful tools. To combat these effectively is the necessary and pressing task before you.

All of us must be concerned that international development promote the dignity of every human person coming into our world, and enable him or her to grow in a healthy and harmonious way in both body and spirit, in a society that is welcoming and protective.

The United Nations are working to align this joint effort with the Agenda for Sustainable Development (SDG). Among its Goals, particular attention is due to No. 16, regarding the promotion of peace, justice and institutions charged with ensuring these. It rightly highlights the urgent need to end all forms of violence against children.

Pope Francis is convinced that a worthy sustainable development can be attained only if children, who are the future of the human family, are made the center of attention, and experience encouragement and protection in the years decisive for their growth. At the conclusion of the “World Congress on Child Dignity in the Digital World”, held on 6 October last, the Holy Father gave his full support to the “Rome Declaration”, which calls upon governments, religious leaders, scholars, technology companies, law enforcement officials, medical institutions, educators and civil society to work together in confronting a problem that no one of them can resolve independently.

The proliferation of ever more extreme images of violence and pornography profoundly affects the psychology and even the neurological functioning of children. Cyberbullying, sexting, and sextortion corrupt interpersonal and social relationships. Forms of sexual grooming on the internet, the live viewing of acts of rape and violence, organized prostitution online, human trafficking and incitement to violence and terrorism: all these are clear examples of horrendous crimes that can in no way be tolerated.

The Holy See and the Catholic Church are conscious of their role in forming consciences and raising public awareness. Each in its own way desires to cooperate with political and religious authorities, and all actors in civil society, particularly those who develop and manage new technologies, to ensure that children can grow up in a serene and safe environment. In this effort, within our constantly evolving world the role of the United Nations, and the UNODC in particular, is crucial. For this reason, Pope Francis offers prayerful good wishes for the successful outcome of the work of the Commission and sends cordial greetings to all those taking part.

TURIN, Italy, June 6, 2018 (LifeSiteNews) – A top Vatican cardinal will join globalist elites from Western Europe and America in a secretive behind-closed-doors meeting this week to discuss the populist rise in Europe as well as the U.S. midterm elections, among other things.

Pietro Cardinal Parolin, 63, the Vatican’s Secretary of State, has been invited to join the globalist Bilderberg Meeting for 2018 in Turin, Italy.

The Bilderberg meetings have been used as a forum for world elites since 1954 to further their vision for the world. Attendees are free to use information from the discussions. No one is allowed to reveal who said what.

High-profile individuals who have participated in the Bilderberg meeting at one time or another include elites such as David Rockefeller, Bill Gates, Bill and Hillary Clinton, Angela Merkel, Tony Blair, Emma Bonino, Pierre Elliott Trudeau.

This week, 128 participants from 23 countries will discuss twelve themes: “populism” in Europe; “inequality”; “the future of work”; artificial intelligence; the “US before midterms”; free trade; “US world leadership”; Russia; quantum computing; Saudi Arabia and Iran; “the ‘post-truth’ world”; and current events.  Last year so-called “populism” was eighth on the agenda; this year it is first. Governments derided as populist have been elected in both Czech and Italy since last year’s meeting.

According to its own literature, the purpose of the annual Bilderberg Meeting is to “foster dialogue between Europe and North America.”

Some Vatican observers are wondering if Parolin will deliver a special message from Pope Francis to attendees. Since his election in 2013, Pope Francis has backed globalist causes, such as climate change and the UN’s Sustainable Development Goals. Parolin will be the first guest from Vatican City to ever attend a Bilderberg meeting.

The cardinal is one of the most powerful Curial officials and has been regarded by Vatican watchers as positioned to succeed Francis. Parolin has asserted that Pope Francis’ teaching in Amoris Laetitia represents “a paradigm shift” for the Church. He has been criticized by Chinese Cardinal Zen for the Vatican’s “suicide” deal with China. And he was involved along with the Vatican in the hire of a pro-gay law firm that sought to shut down a Catholic website critical of Pope Francis.

Critics of the Bilderberg Meetings Foundation believe the meetings subvert democracy.

“The highly secretive yearly meeting of the Bilderberg Group has come under increasing scrutiny with each passing year,” Daniel McAdams told LifeSiteNews. McAdams is the executive director of the Ron Paul Institute for Peace and Prosperity.

“These Bilderberg globalists disdain the non-elites and particularly resent national sovereignty and the popular vote,” McAdams continued. “Their top-down ‘we know what’s best for you’ approach hurts rather than helps the world’s poorest.”

Among those who will air their views on “populism” and other topics are historian-journalist Anne Applebaum; her husband, Polish politician Radoslaw Sikorski; Bank of England chief Mark Carney; diplomat Henry Kissinger; Peggy Noonan of the Washington Post; George Osbourne, Britain’s former Chancellor of the Exchequer; RyanAir chief Michael O’Leary; Belgium’s Prime Minister Charles Michel—and Cardinal Parolin.

The way McAdams sees it, Cardinal Parolin is an unusual choice of guest.

“While the Roman Catholic Church is truly a global organization, it is thankfully not a globalist organization,” he said.  “While the inclusion of Cardinal Parolin in this year’s meeting should not necessarily draw our scorn, we should understand that the Bilderbergers and similar groupings of the largely unelected elite more often than not stridently oppose rather than endorse Catholic teaching.”

McAdams named tech billionaire Bill Gates as a regular attendee of the Bilderberg Meetings, and pointed out his clash with Catholic teaching on life and family.

“He is on record endorsing some of the most anti-Catholic views imaginable,” McAdams told LifeSiteNews. “At a TED talk a few years ago, Gates openly opined on how we can lower the world’s population by a billion.”

Gates was airing his theories about how to stop global climate change, which he believes is man-made.

“His recommendation? By using ‘new vaccines, health care, and reproductive health services, we could lower (the population) by perhaps 10 or 15 percent,” said McAdams, quoting Gates. “That means killing babies to get to his goal of reducing carbon dioxide output.”

McAdams wondered if Parolin was attending the meeting to evangelize the world elites or to network with them.

“Were Cardinal Parolin to attend the meeting and deliver an uncompromising defense of the Catholic position on matters such as life and the principles of subsidiarity, we should be pleased that he ‘flew the flag’ in otherwise hostile territory,” he said.

“However, if his only purpose is to rub shoulders with the elites and in so doing grant a kind of legitimacy to an event that undermines our Catholic principles, then we should view his participation very negatively,” McAdams concluded.

A media representative from the Bilderberg Meetings told LifeSiteNews that their guests are chosen as private individuals, not as representatives of their employers or firms.

“The Bilderberg meetings have always seen a high diversity of sectors, backgrounds and opinions,” wrote the Bilderberg Media Team. “Participants take part as individuals in their own right.”

“For us, the key question is whether participants have an interesting perspective to contribute, independently from their affiliation of function,” they added.

Over the past 50 years, Israel has become the epicenter of medical pot. Home to Raphael Mechoulam, the pioneer of marijuana research, Israel is where THC and the endocannabinoid system were first discovered. And with the world’s largest number of clinical trials testing the benefits of medicinal cannabis, Israel has become the global destination for medical cannabis research and development. Now it is becoming the offshore greenhouse for American cannabis companies seeking to overcome the federal roadblocks standing in their way.

Israel was among the first countries to legalize medicinal use and is one of just three countries with a government-supported medical cannabis program. Though recreational use remains illegal, support for legalization is a bipartisan issue, with some of the most outspoken proponents coming from the right. Until now, Israel’s role in this multi-billion dollar field has been limited to R&D. Yet now that the Israeli government has approved the export of medicinal cannabis products, companies there are hoping to gain a larger piece of the market. While importing cannabis into the United States is illegal under federal law, companies can get around that ban by receiving drug approval from the FDA – and that is exactly what Israeli companies hope to do. According to the FDA, nothing is stopping them, as long as they meet the agency’s arduous requirements for drug approval.

While the FDA has approved three drugs containing synthetic cannabinoids (Marinol, Syndros, and Cesamet, which treat symptoms of AIDS and chemotherapy), it has never approved a product derived from botanical marijuana. According to the agency’s guidelines, “Study of marijuana in clinical trial settings is needed to assess the safety and effectiveness of marijuana for medical use.” Yet initiating clinical trials on U.S. soil is difficult to the point of being nearly impossible. So, American companies are increasingly taking a shortcut: beginning phases 1 and 2 of their clinical trials in Israel, after which they will complete phase 3 in the U.S., speeding up the process through which they can apply for FDA approval of the botanical cannabis drugs they are developing.

Though this level of American R&D in Israel is new, Israel’s impact on the American cannabis industry is not. The very fact that medical marijuana is now legal in 29 U.S. states and counting, is a direct result of Israeli research, which essentially legitimized the study of cannabis in the international scientific community that had long stigmatized it. Without this research, “We wouldn’t have the scientific interest we have now around the world,” says Paul Armentano, deputy director of the D.C.-based National Organization for the Reform of Marijuana Laws (NORML). “That really opened the door to making the study of cannabis and cannabinoids a legitimate avenue for more conventional scientists and researchers.”

“The seriousness with which the Israeli scientific community approaches this is incomparable,” says Charles Pollack, director of the Lambert Center for the Study of Medicinal Cannabis at Thomas Jefferson University in Philadelphia. “Israel is a hotbed of quality cannabis research, because they have a much more favorable regulatory climate for doing serious scientific research on medical cannabis.”

Israel is becoming the offshore greenhouse for American cannabis companies seeking to overcome the federal roadblocks.

The Lambert Center is one of several American institutions that have partnered with BOL, collaborating on at least one of the more than 50 clinical trials the Israeli company will begin once its new facility is fully operational in late September. Of the 15 international companies that have already signed up to conduct their R&D at BOL’s facility, at least six are American, and Gedo is in talks with more.

BOL isn’t the only Israeli cannabis company benefitting from international interest. A growing number of American investors are getting on the Israeli cannabis wagon, which they see as the best vehicle for transforming the medical cannabis field, still in its infancy, into a pharmaceutical-level industry.

According to Saul Kaye, the founder of iCAN, an Israeli cannabis R&D firm, 2016 saw the investment of more than $250 million in Israeli cannabis companies and startups – half of that investment camefrom North America. Kaye predicts that investment will grow ten-fold over the next two years, reaching $1 billion. At least 50 American cannabis companies – and counting – have established R&D operations in Israel.

Israel’s journey to the forefront of the medical cannabis field began with 86-year-old Israeli chemist Raphael Mechoulam, known in the field as the Grandfather of Medical Marijuana. In 1963, as a young researcher, Mechoulam secured 11 pounds of Lebanese hashish, which had been confiscated by his friend at a police station in Tel Aviv. He used that hash to identify, isolate and synthesize THC, the psychoactive compound in cannabis, for the first time in history, and study its medical uses. He was also the first to decode the structure of CBD, the plant’s primary non-psychoactive ingredient. But Mechoulam’s most groundbreaking discovery came in 1992, when he and his team at Hebrew University in Jerusalem discovered the physical reason humans can get high.

“It turned out that the cannabinoids in the plant actually mimic the compounds that we form in our brain,” says Mechoulam, a professor and researcher at Hebrew University who works with several American cannabis companies. He and his team discovered that THC triggers the human body’s largest receptor system, now known as the endocannabinoid system, and that the human brain produces its own cannabinoids – compounds that stimulate the body almost exactly the way THC does.

While Mechoulam’s research is what first placed Israel on the medical marijuana map, the country’s progressive attitudes toward cannabis, coupled with the Israeli government’s liberal regulatory policies and the nation’s technological leadership, are what have maintained Israel’s status as the capital of medical marijuana research and development. It might also help that Israel has the world’s highest ratio of marijuana users, according to Israel’s Anti-Drug Authority, with 27 percent of the population aged 18-65 having used marijuana in the last year. That rate is followed by Iceland and the U.S., at 18 and 16 percent respectively.

While the Israeli government invests millions of dollars in medical cannabis research, the U.S. government makes the same research nearly impossible.

“There are onerous restrictions on conducting this research in the U.S. that don’t exist in Israel,” says one expert.

Despite the fact that 95 percent of the U.S. population lives in states where cannabis is legal in some form, marijuana remains federally illegal. This policy makes conducting research into the medical benefits of marijuana notoriously difficult on U.S. soil. Researchers who wish to do so must go through the DEA, the FDA and the National Institute on Drug Abuse (NIDA). Even when American researchers are given approval, they have only one source for their material: a cannabis farm at the University of Mississippi, operated by NIDA. The process, if successful, can take years.

“There’s a lengthy and arduous regulatory process for getting approval for doing studies, and limited resources at these agencies for processing those requests,” says Pollack, of Thomas Jefferson University. “It’s deliberately made very difficult for us.” In Israel, on the other hand, a cannabis clinical trial can get off the ground in a matter of months.

“I think they have approached the issue in a more even-handed and genuine way than the U.S. government has,” says Armentano of NORML. “There are onerous restrictions on conducting this research in the U.S. that don’t exist in Israel.”

This is precisely why many American researchers from universities and private companies are using Israel as an offshore research hub. For example, Pollack, from Thomas Jefferson University, will be conducting clinical trials at BOL’s new facility. Since the trials haven’t begun, he won’t divulge details, but says they will focus on orphan drug indications, meaning they will be testing the benefits of cannabinoids on people with diseases that don’t afflict many people in the U.S. (It also means that the clinical studies are smaller – and go faster – given that fewer patients are needed for these trials.) For that reason, he said, “Big pharma companies tend not to pursue them because there’s not a big enough market for these drugs.”

Kalytera – a California-based company with a lab in northern Israel and Mechoulam on its scientific advisory board – is also focusing on orphan drug indications, conducting clinical trials at Israeli clinics and hospitals in order to bring to market a cannabinoid drug for the treatment of graft-versus-host-disease, which can happen after certain kinds of transplants.

What institutions like Kalytera and Thomas Jefferson University do is they conduct the initial phases of their clinical trials in Israel, since it’s much easier to get the process started here, and then they do the final stages in the U.S., since FDA approval requires that part of the study be done there. Once they reach the final stage (phase 3) it’s much easier to conduct the rest of their study in the U.S., because they’ve already amassed enough data to show that it’s safe. This is the ultimate goal for Kalytera, Pollack and other researchers in Israel: to speed track the process of conducting a clinical trial that meets FDA standards, thus shortening the journey toward FDA approval of their drugs.

In addition to Kalytera, Mechoulam works with two other American companies, helping them develop new cannabinoid drugs and delivery methods out of his lab in Jerusalem, where he tests the specific properties, compositions and combinations of the cannabis compounds that are best suited to alleviate a specific ailment. American companies then use that research and data to manufacture cannabinoid drugs in the U.S.

According to Saul Kaye of iCan, about 50 U.S. cannabis companies are conducting research in Israel through partnerships, joint ventures or by employing Israel-based researchers like Mechoulam. At least 15 American cannabis companies have set up their entire R&D operations on Israeli soil, conducting clinical trials, and developing the appropriate dosing forms and delivery systems for pharmaceutical-grade cannabis-based drugs. According to Michael Dor, senior medical advisor at the Health Ministry’s cannabis unit, at least 120clinicaltrials are currently underway in Israel to test the medicinal benefits of cannabis — more than any other country.

At least 15 American cannabis companies have set up their entire R&D operations on Israeli soil.

Cannabics, a Maryland-based, publicly-traded company, is conducting a clinical trial at an Israeli hospital in order to develop a capsule for cancer treatment. In 2015, One World Cannabis Pharmaceuticals, a public company based in Delaware, established an Israeli subsidiary overseen by Yehuda Baruch, the first head of the Israeli government’s medical cannabis program, established in 2007. They are now beginning phase 1 of a clinical trial to test the benefits of a topical cannabis cream to treat psoriasis. Their next trial will study the efficacy of a soluble pill for the treatment of chronic pain. They eventually plan to conduct clinical trials on patients with multiple myeloma.

Some Israeli companies have partnered with American companies to establish a presence in the U.S., where they sell products that were developed in Israel. For example, Tikun Olam, Israel’s first medical cannabis distributor, opened an American subsidiary in 2016. It now sells its proprietary medical-grade plant strains at 10 dispensaries in Delaware and Nevada and will soon be available at dispensaries in Oregon and California. Their most popular strain is Avidekel, a non-psychoactive CBD blend used to help children with seizures.

Some American researchers have even moved to Israel altogether. Alan Shackelford, a Harvard-trained physician, was among the first American doctors to prescribe cannabis to a child. His eight-year-old epileptic patient Charlotte Figi sparked national interest in CBD after her miraculous story aired on CNN’s Weed documentary in 2013.

Yet after years of failed attempts to conduct clinical trials in the U.S., Shackelford recently established his own research entity in Israel because of his frustration with the American government’s stonewalling.

“The U.S. government has funded $1.4 billion in marijuana research since 2008,” says Schackelford. “Yet $1.1 billion of that went to studying addiction, withdrawal and drug abuse,” problems that barely exist with cannabis when compared to the effects of other legal medications, like prescription painkillers, which killed more than 17,000 Americans in 2016.

His research subjects in Israel will include the development of new delivery methods, he says, “because to date, most medical cannabis products no matter where you look in the world, are pot-culture derived. They’re things like brownies, cookies, candy and smoking. Even with advances to these things being much more consistent, they’re still not medically appropriate.”

While the U.S. government restricts American cannabis companies on U.S. soil, it does not prevent them from or penalize them for conducting their work in Israel. According to Robert Farrell, president of Kalytera, “The FDA has no problem with this work being done in Israel. When you file with the FDA, in the application you say, ‘Look we’ve done the previous studies in Israel, gave the drug to this many patients, the drug is safe, it works, now we want to conduct a larger study with patients in the U.S.’ If the FDA is satisfied with the data, they’ll say, ‘Go ahead, try it in the U.S.'”

The FDA will never get behind cannabis the plant as medicine, since it can’t be controlled as a consistent drug.

Even the National Institutes of Health (NIH) has funded cannabis research in Israel. Indeed, much of Professor Mechoulam’s groundbreaking research was funded by the American government. The NIH provided him with grants to the tune of $100,000 a year for over four decades, says Mechoulam.

There is also nothing preventing Israeli companies from receiving FDA approval for their cannabis-based drugs, as long as they meet FDA requirements. In order to do so, they will need to develop the kind of products that are more in line with pharmaceutical standards, such as the kinds of capsules and inhalers BOL is developing.

While that goal is feasible, Gedo and others admit that it will take time, perhaps several years, to achieve. The process of getting FDA approval is an arduous one, especially for a drug that has long been viewed with skepticism by the medical establishment. Yet it is these clinical trials that are taking place at a record pace in Israel, along with the advancement of pharmaceutical grade cannabinoid drugs, that will enable Israeli companies to eventually receive FDA approval for their drugs, or for the drugs that they are helping American companies to develop.

As Gedo notes, the FDA will never get behind cannabis the plant as medicine, since it can’t be controlled as a consistent drug that has the same effect day in and day out. After all, there are 140 active compounds in cannabis, and the composition of the flowers plucked from one branch can fluctuate wildly, by up to 300 percent. “The experience of a user will vary a lot with the same strain,” says Gedo. “So even if you have the best-grown product, it will never become a scientific pharmaceutical product.”

This is precisely why the FDA has never approved a botanical marijuana drug, a larger problem than scheduling when it comes to drug approval. According to Senate testimony by the FDA’s Douglas Throckmorton in 2016, who was citing a report from the Institute of Medicine, in order to obtain FDA approval, drug manufacturers “must demonstrate that they are able to consistently manufacture a high-quality drug product. This is an essential part of drug development and presents special challenges when the drug is derived from a botanical source, such as marijuana…. If there is any future for marijuana as a medicine, it lies in its isolated components, the cannabinoids and their synthetic derivatives.”

BOL and other Israeli companies are working to meet that challenge by developing cannabis-based drugs – the capsules, inhalers, creams and oils composed of isolated, controlled and consistent cannabinoids. Going this route, they could eventually receive FDA approval.

While Gedo is optimistic, he’s also realistic, knowing the complexity of the FDA’s drug approval process, and the skepticism that remains among many in the medical establishment.

Still, asked when Israeli companies might be exporting their cannabis medicine to the U.S., Michael Dor, of the Israeli Health Ministry says, “I believe it’s not far.”

Later, Hickenlooper was asked how he saw Colorado and Israel being able ‘to work together in the future’ Hickenlooper responded: I think that there are so many ways that Israel and Colorado can work. Colorado has a long history of unwavering support for Israel. This is never going to change.” 

In 2017 a new venture capital firm is created which gives grants to Israeli WATER, ENERGY AND TRANSPORTATION firms to bring Israeli energy startups to Colorado, creating the Israel-Colorado Innovation Fund which provides ‘Israeli entrepreneurs’ access to the US market through Innosphere a leading technology incubator in Colorado. One of their main focus is ‘cybersecurity’.

Colorado Gov. John Hickenlooper is taking steps toward a presidential run in 2020, holding meetings with veteran political players, ahead of a visit to Iowa next month for an official trip that is sure to draw attention.

The Democrat’s actions in recent months signal to his closest associates and top party strategists that the former Denver mayor and two-term governor is more serious than ever about mounting a White House bid against President Donald Trump.
“John’s sense of timing in politics is his lucky star. It served him well when he ran for mayor and then governor. It may do the same for a run in 2020,” said Alan Salazar, Hickenlooper’s former chief political strategist.
The behind-the-scenes effort — detailed in records and described in more than a dozen interviews with Democratic insiders and Hickenlooper allies — suggests that Hickenlooper may start to formally explore a presidential run later this year, capitalizing on recent efforts to boost his national profile.
He’s far from the only one.
The list of potential Democratic candidates for president seems to grow by the day, so much so that Hickenlooper — who made Hillary Clinton’s shortlist for vice president in 2016 — may not be the only Democrat from Colorado with eyes on the White House.
Many of the same Democratic insiders who described Hickenlooper’s thinking said former U.S. Sen. Ken Salazar and current U.S. Sen. Michael Bennet are at least considering a run.
For months, Hickenlooper’s interest in a presidential bid has been a constant topic for speculation in Colorado politics. The 66-year-old former brewpub owner led Colorado during a time of economic resurgence in the years following the Great Recession, all while cultivating a reputation as a quirky, guitar-playing politician with a centrist streak.
The first question he fielded at a February event with Colorado municipal leaders involved “his next chapter.”
But like most candidates at this point, he is downplaying the idea by saying he’s focused on his final year in office.
“The minute I start talking about what am I going to do … when I’m out of office, not only do I get distracted, but everyone who works for me gets distracted,” Hickenlooper replied, but later allowed: “I won’t say me and my wife won’t discuss it.”
Hickenlooper acknowledges interest in White House bid
More recently, in a national TV interview, he acknowledged a 2020 presidential bid is a “maybe.” 
“I’ve seen some signs that he has real interest in it,” said a prominent Democratic political consultant in Washington, who is familiar with Colorado.
The chatter about his intentions is sure to increase next month when he attends an April 3 event in Iowa, an early presidential bellwether, with the state’s Republican Gov. Kim Reynolds to discuss the importance of transforming education to fit a shifting workforce and economy.
In an interview, Hickenlooper said the event is not political in nature and that he initially declined Reynolds’ invitation, keenly aware of how it would be perceived. “I am going to go give a speech in Iowa, but it’s not to the Democrats,” he said. “It’s to essentially a convention.”
Michael Gronstal, a former majority leader of the Iowa state Senate, said that if Hickenlooper does have presidential ambitions, than coming to his state is a smart move.
“If those are his intentions — and I have no idea if they are — but if those are his intentions, then it is important he comes to Iowa,” said Gronstal, a Democrat.
Hickenlooper steps onto the national stage
Hickenlooper started to more aggressively court top political minds in late 2017, holding private meetings with key Democratic allies across the country — none of which were disclosed on his public calendar but revealed in a series of records requests.
In a November trip to New York for the NationSwell Summit of “movers and shakers,” he scheduled a side meeting with Forward Majority, a Democratic super PAC, which is run by a former Obama campaign operative and focuses on winning state legislative races. Hickenlooper recently became an honorary co-chairman of the group.
In Washington a week later, Hickenlooper met with the president of the Service Employees International Union, which boasts 2 million members and backs Democratic candidates, and John Stocks, the executive director of the National Education Association and board chairman of the Democracy Alliance, the nation’s largest network of progressive political donors. The Capitol Hill meeting with Stocks took place in U.S. House Democratic whip Steny Hoyer’s conference room.
Both meetings, the governor’s office said, involved state business and were the latest in a long-running conversation. A Hickenlooper aide said the governor has met 10 times with SEIU officials over the last three years and at least twice with NEA representatives in that same time.
Hickenlooper also took an undisclosed trip to Paris for a major climate-change summit in December, rubbing shoulders in elite circles and bolstering his international credentials, as he sat next to billionaire Richard Branson and met with French President Emmanuel Macron.

More recently, Hickenlooper flew to a philanthropy event associated with former New York Mayor Michael Bloomberg in January and on the side met for lunch with Vernon Jordan, a longtime adviser to former President Bill Clinton.

“He was very gracious and asked me about 2020, and I said, ‘Well, you know, my wife and I hadn’t made up our minds,’” Hickenlooper said about the lunch meeting.

Jordan offered advice on what steps Hickenlooper should take next, including suggestions on whom else to talk to.

“So he was helpful, (but) I don’t think he was any more helpful to me than he was to other people,” Hickenlooper said.

In addition, Hickenlooper is working to set a meeting with former Secretary of State Colin Powell. “He’s got a broad arc of experience and is somebody that is probably useful for me to talk to,” Hickenlooper said.

Hickenlooper and Kasich meet privately

Some of Hickenlooper’s closest allies suggest he could still team with Ohio Gov. John Kasich, a Republican, as part of a political unity ticket. Hickenlooper and his wife, Robin, traveled to Columbus in November for a private dinner with Kasich and his wife, Karen.

Hickenlooper would not say whether they discussed 2020 politics, but both men repeatedly have dismissed the idea of running together. The two governors — and others — continue to push bipartisan policy proposals on health care, immigration and the children’s health insurance program, all efforts that bolster their national image.

Back in Colorado, Hickenlooper is talking more often about national issues, too. He pivots comments about a federal infrastructure spending plan into his concerns about the size of the national debt. And he’s become a vocal on the new Republican tax law.

His interest in the White House is not unnoticed by top political strategists.

“John Hickenlooper will go to Iowa, maybe even New Hampshire,” Democratic consultant Steve Welchert told the crowd at a recent political forum at the University of Denver.

Welchert, who grew up in Iowa, added that he gave Hickenlooper advice on where to go in the state.

“The question for Mr. Hickenlooper is what’s the best path” to the White House, he said. “I think he will kick the tires on the national stage.”

Mental illness has claimed yet another tragic victim. Anthony Bourdain was found dead this morning in his hotel room from an apparent suicide. At 61 years old, Bourdain’s career has spanned decades. He pioneered his genre, inspiring and taking his audience on adventures all over the world, everything seen through the lens of his passion: the love of food.

This makes the second high profile suicide this week. Fashion designer Kate Spade was found dead from an apparent suicide on Tuesday.

The attention should already be there, but maybe now people will start giving suicide and mental illness the attention it so desperately deserves. The CDC released a report on Thursday showing that suicide rates increased in every state but one from 1999 to 2016. We lost nearly forty-five thousand people to suicide in 2016 alone. Over the last eighteen years, suicide rates went up more than 30 percent in at least half of the states in the union. 30 percent!

The study also showed, and this might be even more worrying, that more than half of those who died by suicide didn’t have a known mental health problem. Could that be because no one talks to one another anymore? We communicate via email, text and instant messenger. How many times have you actually sat down at a dinner table with a co-worker, friend or even a family member?

Anthony Bourdain and Kate Spade prove that no matter how rich and famous you are, no matter how successful you’ve become, everyone is dealing with something. We all need someone to talk to, and issues to work out. Drop what you’re doing and give someone a call. Seek out the quiet person in the office and invite them to lunch. Smile to someone that looks like they’ve had a bad day. Reach out to one another!

This is a clear and present danger for all humans. This is our collective fight. It’s time humanity teamed up and declared enough is enough.

UN member states should prepare for great migratory movements, said UN Secretary-General António Guterres on 11th of January 2018 during the presentation of the report on the management of migration processes. And this is not a joke: The UN, led by António Guterres, wants to manage and influence migration. All this, of course, is dressed up in pretty words about the need to provide humanitarian aid, and also justified by the benefits that resettlement of the population is to give to the economies of particular countries. However, in fact, this means only one thing: Europe and the entire Western World must prepare for the flood of Africans.

Currently, nearly 1,3 billion people live in Africa, and by the end of this century, there will be 350% more, or 4,4 billion.1) It is obvious that the continent, whose inhabitants are not able to feed themselves, let alone achieve an adequate level of urbanization and industrialization, cannot cope with such a sharp demographic increase. The UN, therefore, came up with the idea of resettling Africans to Europe and highly developed countries on other continents.

At the end of 2016, just after his election as UN Secretary-General, António Guterres said: “We must convince Europeans that migration is inevitable and that multiethnic and multireligious societies create wealth”.2) It can be assumed here that the goal set by the former UN commissioner for refugees (A. Gutters served this function from June to December 2015), is to promote migration, give it a legal framework and manage it globally.

The first major step towards formalization of this phenomenon was the creation of the “Making Migration Work for All” report, which says in no uncertain terms that nation-states are to cease to exist. The document says that migration would be beneficial to everyone. And it is beneficial… to migrants alone (who apart from being accommodated in apartments live on undeserved entitlements) rather than to the average European who has to work to make a living for himself and his family, pay for his home and, additionally, provide for millions of more newcomers.

The position expressed by Gutters during the presentation of this report makes our hair stand on end.3) The analysis of the speech of the UN secretary implies a simple conclusion: migration will still be bigger, we (UN) will manage it, and you (Western countries and societies) have to adapt:

„The fundamental challenge is to maximize the benefits of this orderly, productive form of migration while stamping out the abuses and prejudice that make life hell for a minority of migrants.”

and:

„States need to strengthen the rule of law underpinning how they manage and protect migrants — for the benefit of their economies, their societies, and migrants themselves.”

The propaganda statement that migration brings social and economic benefits has become so deeply rooted in the media and political rhetoric that some people have begun to believe in it. It is a pity that these statements are not supported by any calculations or analyses.

„Migration is a positive global phenomenon. It powers economic growth, reduces inequalities, connects diverse societies and helps us ride the demographic waves of population growth and decline.”

According to a research4) conducted by the Hungarian Századvég foundation, mass migration is perceived by the citizens of all 28 European Union countries as a threat to the EU economy, the heritage of the member states and the presence of Third World aliens is believed to undermine security. The vast majority, as many as 68%, are afraid of the inflow of migrants from North Africa. For 70% of the inhabitants of the Old Continent, the growing number of Muslims is a serious threat, while only 8% say that this issue is not a problem. Citizens of European countries are afraid of increased crime and subsequent terrorist attacks. More than half of the pollies think that immigrants come to Europe mainly for economic reasons, that is, they are attracted by a high level of social benefits. 57% of respondents believe that the influx of immigrants from Africa and the Middle East will change the culture of their country, and 73% state that financial support for migrants will be a serious burden on state budgets. 61% believe that the influx of people from the Third World will weaken the EU economy.

Negative processes accompanying the resettlement of people were, however, completely ignored by the UN and transferred to countries which are not able to cope with this phenomenon:

„Migration (…), which powers economic growth, reduces inequalities, connects diverse societies (…) remains poorly managed.”

and:

„The best way to end the stigma of illegality and abuse around migrants is, in fact, for Governments to put in place more legal pathways for migration.”

The report completely distorts the nature of threats to Western civilization, and also underestimates the importance of homogeneity, rejecting entirely the advantage that national states offer. The United Nations points out that shrinking populations is a danger for Europe, and Antonio Guterres suggests that the demographic collapse can be remedied by resettling the population surplus from Africa. By the end of this century, the number of indigenous Europeans will amount to fewer than a quarter of a billion, whereas there will be almost 4.4 billion Africans. The host society, according to the UN Secretary-General, has no right to think that migrations are a negative phenomenon:

„It can be seen, too, in the political impact of public perception that wrongly sees migration as out of control. The consequences include increased mistrust and policies aimed more at stopping than facilitating human movement.”

Also, the International Migration Organization, which participated in the work on this report, states on its Twitter account that „Migration is inevitable, desirable and necessary”.5) The question arises: who wants migration and who thinks it is necessary? Certainly not the inhabitants of the countries to which the alleged refugees are streaming.

The report states that:

  • migration is inevitable, therefore it must be properly organized and the UN provides guidance on how to manage it;
  • nation states must adapt to the admission of migrants in accordance with the guidelines;
  • the societies of developed countries must become accustomed to having their countries flooded with masses of migrants.

The powers that be are trying to convince us of the alleged benefits of mass migration and the resettlement of Africans into Europe. Reality contradicts wishful thinking. Increasingly, citizens of host countries are afraid to leave their homes not to mention that an increased part of their earnings, is used to provide for the newcomers. We have also come to the point where negation of positive aspects of migration is regarded as racism and xenophobia, and to the fact that if someone wants to live in a one-nation state, he is labeled as a nationalist, with the word being unjustifiably negatively charged.

A mass inflow of the so-called “refugees” on the Old Continent is not perceived by its inhabitants as a phenomenon that h culturally enriches and will also have a positive impact on the economy. However, global organizations do not take this into account and enforce their own plan to create a nationally and religiously heterogeneous society, where tradition and cultural identity are not desirable. António Guterres and the UN better know what is good for western nations, ignoring the data presented by many organizations, including the Gefira Foundation, which underlines a number of negative phenomena caused by the mass flooding of Europe by Third World populations.

Such criticism of Israel may be entirely legitimate, justified and based on the actions of the Israeli Government, and thus have nothing to do with “Jews”, “Jewishness” or “Judaism” itself. However, the Zionist plan is to catch all such criticism in the anti-semitism/hate speech dragnet so that the Israeli Government can continue unimpeded on its merry genocidal way. Just take a look at recent bills and laws on the books inside of the United States. In April 2018, South Carolina passed a law with a new definition of anti-semitism which significantly broadened the meaning of the term. The effects are far-reaching. This piece of legislation requires the state’s colleges to use this new definition when determining whether an action is “discriminatory” (and thus banned). Essentially, in many areas related to Zionism, it forbids factual and true statements which are critical of Israel by codifying them as anti-semitic! Seems the terms post-truth world and post-fact world are spot on.

Take a look at pg. 81 of the 278-page document:

(B) For purposes of this proviso, the term “definition of anti-Semitism” includes:
(1) a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of anti-Semitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities;
(2) calling for, aiding, or justifying the killing or harming of Jews;
(3) making mendacious, dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as a collective;
(4) accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, the state of Israel, or even for acts committed by non-Jews;
(5) accusing the Jews as a people, or Israel as a state, of inventing or exaggerating the Holocaust;
(6) accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interest of their own nations;
(7) using the symbols and images associated with classic anti-Semitism to characterize Israel or Israelis;

(1) is the true and historical definition, and I can fully understand why this (as with any other form of racism) is a problem, just as (2) and (4) are. As a libertarian, I don’t believe it is the government’s job to force people into being kind (you can’t legislate morality), although the civil rights movement did a lot for people who suffered from a lack of rights and freedom. Obviously I can see how a government would be concerned about public safety with (2) and (4). However, most of the following points are a gross expansion of the original definition of anti-semitism into something so broad that it stifles free speech, critical thinking and the ability to investigate and discuss openly many aspects of the worldwide conspiracy. So, if you live in South Carolina, it is now illegal to:

(3) – make reference to the obvious fact that concentrated Jewish power exists and dominates certain industries such as the media (MSM, Hollywood), politics or the high-tech sector (the Talpiot Program);

(5) – investigate, draw your own conclusions from a historical event (the Holocaust) and announce those conclusions if they differ from the official story. In fact, even if you merely say the number of Jewish deaths is wrong (i.e. not 6 million), you are not a historian or researcher, but rather an anti-semite, because you are stating that the Jews or Israel are “exaggerating” the Holocaust – which happens to be the truth, since the Holocaust has been seized and capitalized upon for political gain, as many Jews such as Norman Finkelstein point out;

(6) – claim that some dual Israel-US citizens may be more loyal to Israel than the US. Wow! Ever looked at the 9/11 cast of characters and conspirators? They are full of Neocons and Zionists! There are so many examples of Israeli collusion on 9/11, helped on by PNAC Zionists like Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, Michael Chertoff, Dov Zakheim and many more;

(8) – point out the obvious hypocrisy of the Zionist regime which runs Gaza like an open-air concentration camp, just as the Nazis did with the Jews and other minorities. Israel rations food, water, electricity and other supplies to the Palestinians, controls their freedom of movement, tests out its new weaponry on unsuspecting Arabs there, as well as slaughters anyone it wants too with impunity, by falsely claiming that it is “only defending itself” and that all Palestinian protestors including women and children are automatically from Hamas (yes, the very same Hamas that Israel supported and helped to create);

(11) – demand that peace and human rights organizations focus on Israel, when, demonstrably, Israel has been the main aggressor in the region ever since its inception, including starting the 6-Day War against Egypt then Syria, attacking the USS Liberty, stealing land from its neighbors and invading Lebanon in 1982.

Also, with (10), what exactly are people expecting of Israel and not expecting of any other nation? That it stops its discriminatory apartheid policies that values Jewish citizens over all other citizens? The whole point of this bill is to crush criticism of Israel! This proviso reminds of the proviso in the Balfour Declaration where it states that the UK approves of Israel building settlements in Palestine as long as the indigenous people living there are not disadvantaged. Yet, so much Jewish identity and sympathy for Zionism and Israel depends on anti-semitism being alive, so organizations like the ADL (Anti-Defamation League) exist essentially to fan the flames and concoct sham reports, which then get passed along to the MSM and FBI, who dutifully to the Zionist line and declare falsities like “anti-semitism is on the rise.”

We live in a world where our cherished freedom of speech is under constant attack, especially by PC (political correctness). Zionism is at the apex of the PC pyramid; it’s the tyrant-king who has learned how to name-call and throw mud par excellence. The modification of the definition of anti-semitism is a crude attempt to exploit the real suffering of Jews 85+ years ago at the hands of the Nazis. It has nothing to so with real historical meaning of anti-semitism, but rather operates purely to suppress criticism of Israel. Historian David Irving spoke of an organized international network that would target him when he reported historical facts. Whether it’s the CAA in England, or AIPAC, the ADL and the SPLC in the US, the goal is the same.

By day, Dr. Joseph Frager is a gastroenterologist with a conspicuous mustache who is frequently listed as one of New York’s top doctors. But when he’s not seeing patients, he’s a powerful political operator, one of the most prominent and well-connected lay leaders of the Orthodox Jewish community in New York.
Frager is a major fundraiser for Israeli settlements, the organizer of the popular annual Israel Day concert in Central Park and an arranger of trips to Israel for prominent conservative politicians like Mike Huckabee and Rick Perry. He’s used his perch to develop close ties with multiple members of the Trump administration, including National Security Advisor John Bolton and U.S. Ambassador to Israel David Friedman, both of whom he has described as close friends.
But according to government records, from September 2017 through February 2018, Frager was also something else: a paid agent of the nation of Qatar.
Qatar is a mega-wealthy Arab monarchy in the Persian Gulf, whose vast oil and natural gas reserves allow it to throw its weight around in international politics — to the chagrin of its neighbors like Saudi Arabia and the United Arab Emirates, who don’t like Qatar’s periodic overtures to Iran. Qatar is a putative ally of the United States and hosts a key U.S. Air Force base, but it has also been criticized for its support of Hamas, the organization that has vowed to destroy Israel and is listed by the United States as a terrorist group.
The rivalries between Qatar and its neighbors have spilled over in the past year into multiple arenas, leading to Saudi Arabia and the UAE blockading its rival last year. The inter-Arab fight has led to both sides spending gargantuan sums of money on lobbying prominent Americans, including key Jewish figures, to support one side over the other — leading not only to bitter splits within the Jewish community but even eventually drawing the attention of special counsel Robert Mueller. This is the firestorm that Frager inserted himself in when he signed his Qatari contract.
Frager filed a document with the Department of Justice in April admitting that he had been paid $50,000 to “consult with Qatari officials on strengthening U.S.-Qatar relations.”
Frager’s contract was arranged by Stonington Strategies, a lobbying group under contract with the Qatari embassy that has concentrated on outreach to the Jewish community. (Nick Muzin, the owner of Stonington, announced on Wednesday that his firm was no longer representing Qatar). Several prominent Jewish advocates for Israeli policies, like lawyer Alan Dershowitz and Malcolm Hoenlein, the executive vice president of the Conference of Presidents of Major American Jewish Organizations, have visited Qatar since Stonington’s contract was signed.
The junkets to the country have angered many Jews and have been publicly repudiated by the Israeli government itself. “Meeting with Qatar condones murder,” celebrity rabbi Shmuley Boteach declared in a New York Times ad.

Frager’s disclosure was in accordance with the Foreign Agents Registration Act, a law that requires people who act “at the order, request, or under the direction or control” of foreign governments to disclose the nature of such arrangements and any contacts they have had with government officials and journalists. Lawyers who specialize in FARA told the Forward that they had never heard of a doctor – or indeed anyone who wasn’t a full-time lobbyist or PR professional – file a FARA disclosure.

“Having a doctor as a professional appears to be unusual, but at the same time, any person with great connections in a community for the particular purposes of a contract like this could be tapped for these objectives,” Amos Jones, a Washington, D.C. attorney who specializes in FARA, told the Forward.

Another FARA expert, who asked not to be named because he didn’t want even more people asking him to explain the law to them, told the Forward that it may be fitting that it was a gastroenterologist who filed the unusual disclosure: “FARA has given stomachaches to people.”

Frager did not respond to multiple requests for comment.

‘Joe Frager is a hero to me’

Frager, 63, was born in Philadelphia, the son of a synagogue president. He graduated undergrad from Yeshiva University in 1976 and the University of Pennsylvania’s medical school four years later. His main practice for more than 37 years has been at the Montefiore Medical Center in the Bronx, but he lives with his wife Karen in the Queens neighborhood of Jamaica Estates, where he’s been a longtime lay leader at Young Israel of Jamaica Estates, an Orthodox synagogue. He has been a longtime supporter of Israeli settlements, going back to working as a 19-year-old building the first fence around Ofra, one of the first West Bank communities, with only his brother to help him.

In addition to his busy medical practice, he wears many hats in the Jewish community, serving on the boards of many right-wing institutions, like the National Council of Young Israel, the hawkish umbrella group of the Young Israel synagogue movement, and American Friends of the Bet El Yeshiva Center, which raises money for institutions in that West Bank settlement, one of the largest. He’s also a frequent blogger for Israel National News, the Bet El charity’s popular right-wing news organization, and a frequent organizer of trips to Israel for right-wing pundits and politicians.

For his work, he’s been profiled in the New York Daily News and numerous local Jewish publications.

“Joe Frager is a hero to me,” New York state Assemblyman Dov Hikind, the city’s most well-known Orthodox politician, said in 2013. (Hikind’s wife is the executive director of a charity, American Friends of Ateret Cohanim, for which Frager is the chair of the executive council.)

“He should be an example to all of us that you can do whatever you do in life – be a doctor, a lawyer, or whatever else, and you can still do remarkable things for the Jewish people,” Hikind added.

Trump ties

Notably, given the interest shown in him by Qatar as a conduit to strengthen U.S.-Qatar relations, Frager has claimed close ties with several people within or close to the Trump administration, whom he could have conceivably have given the Qataris information about.

Frager has described Friedman, a member of a different Young Israel synagogue on Long Island before Trump picked him as ambassador, as a “great friend.”

Last June, a few months after he was confirmed as ambassador, Friedman appeared at an annual charity 5K organized by Frager’s synagogue to raise money for Israeli terror victims. At the race, Friedman said that he had spent time with Frager before the election. “A year ago, I was hanging out with Frager, speaking about what could be if there was a Republican president,” Friedman said. “What a difference a year makes!”

Both Frager and Friedman have served on the board of American Friends of the Bet El Yeshiva Center, which reportedly raises about $2 million a year for the settlement. Friedman once served as the organization’s president, and Frager was honored at the organization’s December 2017 annual gala as the winner of the “Shomer Eretz Yisrael” award – Guardian of the Land of Israel.

Frager is known to have met with Friedman at least once during his Qatar contract.

“Ambassador Friedman is acquainted with Dr. Frager through his efforts to support U.S.-Israel relations but has no knowledge of his alleged connection with Qatar,” a U.S. embassy spokesperson told the Forward.

Frager’s official biography at the Bet El gala said that he had “forged close friendships” with Bolton, who was named as Trump’s national security advisor in March. “Mazel tov, old friend, on your well-deserved appointment,” Frager said in a statement at the time.

Frager has interviewed Bolton for Israel National News, and Bolton has given public addresses to four institutions for which Frager was listed as the event’s organizer or honoree: Young Israel of Jamaica Estates, the Orthodox Jewish Chamber of Commerce, the Israel Day concert and the 2017 Bet El gala, when Frager won his award.

Bolton’s office did not respond to a request for comment.

Frager has also bragged about his close relationships with Fox News contributor Pete Hegseth, whom Trump reportedly considered for the Secretary of Veterans Affairs position, and Huckabee, the former Arkansas governor, who was one of Trump’s first political supporters and is the father of White House Press Secretary Sarah Huckabee Sanders.

Frager has organized multiple trips to Israel for Huckabee and Hegseth. Both American leaders have met with Friedman on their trips.

Huckabee went on to visit Qatar in January, praising the “surprisingly beautiful, modern, and hospitable Doha,” the country’s capital.

Frager interviewed Hegseth for Israel National News at the Central Park concert on Sunday. Hegseth took the opportunity to promote his interlocutor.

“People need to know the dedication that you have to the relationship between America and Israel,” Hegseth told Frager.

Huckabee and Hegseth did not respond to requests for comment.

The Qatar connection

Qatar’s outreach to the Jewish community has been led by Nick Muzin, the owner of Stonington Strategies. Muzin, himself an Orthodox Jew and the former deputy chief of staff of Republican Sen. Ted Cruz, has been paid $300,000 per month by the Qatari embassy to “develop and implement a government relations strategy for the State of Qatar.” Half of that money is designated for subcontractors.

Zionist Organization of America president Morton Klein, who harshly criticized other Jewish leaders’ Qatar trips before embarking on his own independent journey to meet the country’s rulers, told the Forward in January that part of Qatar’s Jewish outreach strategy is based on stereotypes: “They believe like so much of the world believes that we are the most influential group when it comes to Congress.”

“They asked me to go to congressmen and talk about my trip,” he added. “They asked me to go to Congress to urge them to go to Qatar, to see how they are trying to liberalize.”

Muzin’s FARA filings show that he and many of his subcontractors, most of whom are also lobbyists, arranged meetings with members of Congress and their staffs to discuss U.S.-Qatar relations. All of this is legal, lawyers say, so long as the lobbyists marked their meetings and correspondences in their disclosures, which they appear to have done.

The briefing materials the lobbyists distributed in those meetings, which are also on file, include basic information about the country and its leadership. But they also include a printout of an op-ed for Israel National News written by Frager in November, when his Qatar contract was still in effect, criticizing the United Arab Emirates for not allowing the Israeli national anthem to be played when hosting an international judo tournament there.

The article does not mention Qatar or disclose Frager’s ties to the country. Israel National News did not respond to a request for comment.

Muzin’s efforts to bring American Jewish leaders closer to Qatar has been heavily criticized within hawkish segments of the Jewish community.

“It is sad to see American Jewish leaders bolstering anti-Semitic stereotypes by ignorantly intervening in internal conflicts that do not concern them, complex inter-Arab conflicts which are difficult to assess even as observers,” wrote Yigal Carmon of the Middle East Media Research Institute.

“In all my years of Jewish communal activism, I have never seen an effort of this scope, with this much resources, to influence the U.S. Jewish community to scrub clean the terror financing record of an Arab government,” Boteach, the prominent rabbi, told The Jerusalem Post. (Muzin has claimed that Boteach had been eager to engage with Qatar until the royal family crossed him off their invite list).

But those who have met with the Qataris tell a different story.

Rabbi Shmully Hecht, the leader of the Shabtai society at Yale University (Muzin’s alma mater), wrote in the Times of Israel that engagement is the best way to steer Qatar in a pro-Israel direction.

“Many prominent Jewish leaders have flown to Qatar and have spent quality time with the country’s leadership,” Hecht wrote. “There they have discussed their concerns, built personal relationships, and have made suggestions about how the Qataris can improve their relationship with the United States and Israel. And from what I’ve heard, the Qataris have begun to listen and engage. That’s more than can be said for many other countries in the region.”

And Klein has claimed that his conversations with Qatar’s rulers helped squash the broadcast of an Al Jazeera documentary about Israel advocacy groups, which the ZOA had described as a “viciously anti-Semitic” project. (He has since had second thoughts about the country, telling Politico on Wednesday, “I’ve lost confidence that they’re at all serious about changing.”)

Even after announcing that Stonington was no longer representing Qatar, Muzin was unapologetic. “I am proud of the work we did to foster peaceful dialogue in the Middle East, to increase Qatar’s defense and economic ties with the United States, and to expand humanitarian support of Gaza,” he wrote on Twitter.

Farley Weiss, the president of the National Council of Young Israel, told the Forward in a statement that Frager, operating independently of his organization, met “several months ago” in New York “with a member of Qatar at their request and did so to raise the issue of bringing back the bodies of Hadar Goldin and Oron Shaul,” two dead Israeli soldiers whose bodies were captured by Hamas in 2014. Weiss said that the Qatari representative was meeting with other members of the Jewish community. Tablet has reported that Muzin arranged meetings in New York last September between Jewish leaders and Qataris in town for the United Nations General Assembly.

“Subsequently,” Weiss continued, “it is our understanding that Dr. Frager accepted a fee from a consulting firm for consulting work. This was a private matter and it is our understanding that Dr. Frager properly reported receipt of the income in compliance with U.S. laws.

“As can be seen by a review of our organization’s press releases and official statements, none of them had anything to do with Qatar, nor were they influenced in any way by Dr. Frager’s private actions or meetings. Dr. Frager never suggested during this time for us to take any position in relation to Qatar and has always acted professionally and with tremendous devotion to the National Council of Young Israel.”

What does $50,000 buy?

It remains unclear what exactly Frager did for Stonington as part of his work “consult[ing] with Qatari officials on strengthening US-Qatar relations” — he, Muzin and the Qatari embassy did not respond to requests for comment.

But the large payment appears to indicate significant assistance, according to Jones.

A $50,000 contract with a non-agent of a foreign principal” – that is, someone who isn’t a Qatari citizen or embassy employee – “suggests that there is considerable work on behalf of that foreign principal,” he said. “Otherwise there would be no need for that name to appear.”

The timing of Stonington’s disclosures indicates a possibly illegal discrepancy. Stonington’s biannual disclosure report says that Frager was under contract from September 2017 to February 28, 2018. But Frager only filed his own personal disclosure on April 30 – more than two months after his contract ended, and far later than the law requires.

“He needs to file within 10 days” of signing his original contract, the FARA lawyer who wished to remain anonymous told the Forward.

But, the lawyer continued, Frager will likely escape trouble with the law: “The only way to be prosecuted under FARA is ‘willful violation,’ and chances are, it wasn’t willful.”

Although some on the left and the right have called on Jewish organizations like AIPAC that lobby for Israeli interests to be forced to file under FARA as agents of the Israeli government, Jones said that there was a big difference between what activists like Frager voluntarily do for Israel and what Frager did for payment for Qatar.

“There is a very bright line between voluntary political activities of an American, and operating as an agent of a foreign principal,” Jones said. “It’s all about control. Which is almost always determined by the payment of money.”

Even if he wasn’t getting paid, the other lawyer said, Frager would have still had to register if he was acting as “an agency of the Qatari government” and was following their orders.

Unlike other Stonington contractors, Frager did not disclose contacts with American government officials or journalists on the subject of Qatar. But he was not required to disclose discussions of Qatar-adjacent issues like Hamas, or disclose Qatar-related contacts with prominent non-government figures like American Jewish leaders or Bolton (who was a private citizen until March).

“Lobbying lines can blur where there was pre-existing schmoozing,” Jones explained in a follow-up email. “It is quite often the case that official contacts had been friends of a person later hired by a foreign principal prior to the person’s eventual contracting as an agent, and/or prior to the targeted official’s ascent into an official status in which he would be influential enough to be lobbied. If, in his contact with U.S. officials, an agent were not acting on behalf of a foreign principal, a reporting requirement is probably not triggered. Even agents of foreign principals are allowed to keep ordinary friendships with people who happen to become importantly of interest to foreign principals.”

Caught in the middle of Mueller

The Jewish community is far from the only focus of Qatar’s public relations campaigns. Its desire to lift the Gulf blockade and improve its standing in the United States has led Qatari state entities to sign agreements with 25 lobbying and public relations firms, reportedly to the tune of at least $20 million.

Qatar’s efforts have to a certain extent been successful – the country’s ruler had a successful visit to the White House in April, where President Trump praised their efforts fighting terrorism and called them “a very big advocate, and we appreciate it.”

But Qatar has also been caught in Mueller’s probe of foreign interference in the 2016 election.

NBC News reported in March that Qatar had acquired evidence of improper influence by the UAE, its rival country, on presidential advisor/son-in-law Jared Kushner, but hid it from Mueller’s team in order to preserve the country’s relationship with Trump.

Additionally, one of Mueller’s focuses has been on the efforts of Elliott Broidy, a prominent Republican Jewish businessman and political donor, to influence White House foreign policy in an anti-Qatar direction – and whether he was paid to do so by a businessman tied to the UAE’s ruling family. Broidy has sued the state of Qatar and Muzin himself for allegedly hacking the emails disclosing his diplomatic efforts and leaking them to journalists.

Two of the key figures in the Mueller probe, Paul Manafort and Michael Flynn, have been charged with violating FARA, with Flynn already having pleaded guilty. Before last year, there had only been three indictments under FARA since 1966, according to the Department of Justice. The Mueller effect has led to increased compliance with the law, experts say.

“Historically, before the campaign of 2016 and back to 2014, we did not have a lot of this activity being registered, though it should have been,” Jones said. “There’s heightened sensitivity and more compliance than I’ve ever seen in my entire career, thanks to the notoriety of the prosecutions under it.”

Jones said that Frager filing his FARA disclosure in accordance with the law was ultimately a good thing.

“The whole purpose is transparency,” Jones said. “The policy behind FARA is, yes, lobbying will happen. The key is for the American people to know when it comes to foreign influences, who’s pulling the strings.”
