“The Third Temple will exist during the Great Tribulation. Daniel refers to this temple when he says that “the prince who is to come” (the Antichrist) will enter it and stop the sacrifices in the middle of the Tribulation (Daniel 9:27). The Apostle Paul mentions it when he declares that the “man of lawlessness” will profane the temple by entering it and declaring himself to be God (2 Thessalonians 2:3-4). The Third Temple is also mentioned in the book of Revelation when John is told to measure it — a symbolic way of telling him to assess its spiritual condition (Revelation 11:1-2).

This raises the question as to precisely when the temple will be rebuilt. The Bible does not reveal the answer to this question. All it says for certain is that the temple will be in existence when the Antichrist reveals himself (2 Thessalonians 2:3-4), and that will be in the middle of the Tribulation (Daniel 9:27). Since this will be only three and a half years into the Tribulation, many have concluded that the temple will likely be rebuilt before the Tribulation begins, because how could such a magnificent building be constructed in such a short period of time?

But this conclusion overlooks the fact that the temple can be literally resurrected overnight! That’s because the Jews plan to erect a tent temple like the Tabernacle of Moses, and they are ready to do so at any moment. Everything has been prepared. Once this temporary temple is put up, they will resume the sacrifices and then start building a more permanent structure around and above the temporary one.

Currently, there are two major obstacles to the reconstruction of The Third Temple. One pertains to its location. The next temple can only be built where the two previous temples stood because the Holy of Holies must be on the exact same spot. But no one knows for sure where the previous temples were located on the Temple Mount. Most scholars believe that they stood where the Dome of the Rock currently stands. That conclusion may be wrong, but there is no way to prove the exact location without conducting archeological excavations on the Temple Mount, something which is currently prohibited by the Muslims. If The Third Temple is to be built where the Dome of the Rock now stands, then that Muslim structure must first of all be removed either by Man or God. COMMENTARY: Russia Manifesto Outlining Plans Is Coming True

Anthony Sutton clearly documents the link between the Jewish International Bankers and the Bolshevik Revolutionaries in his book titled “Wall Street and the Bolshevik Revolution” published in 1974. He also documents in his three-volume book titled: “Western Technology and Soviet Economic Development, 1917 to 1930” how western capitalistic nations financed most of the economic growth of the Soviet Union. So this ‘western’ Communist infiltration should come as no surprise to us, instead, the level of ignorance that Americans have of their own history, as well as their passiveness towards these facts, is what is hard to believe.

EVER wondered what Vladimir Putin is up to infiltrating the US elections? Surprisingly, there is an answer to that.
In 1997, a Russian political scientist named Aleksandr Dugin and a serving Russian General named Nikolai Klokotov sat down and wrote a text that would become the foundation of Russian geopolitical strategy over the next 20 years. It was called “Foundations of Geopolitics” and it was all about how Russia could reassert itself in the world.
Chillingly, the book now reads like a to-do list for Putin’s behavior on the world stage.

Perhaps surprisingly, the document is not a secret. It has long been known to observers of Russian foreign policy and has served as a textbook among a generation of military strategists. But with the scandal over Russian influence in the US elections, growing by the day, it’s surprising how little coverage this important text has been given.

The book starts out by saying that the shrewd thing for Russia to do is to steer clear of direct military confrontation. Instead, the book counsels Russian leaders to favor political stealth. It emphasizes the need for the infiltration of Western institutions, and the use of soft power to shape the world in Russia’s favor. Sound familiar yet? We haven’t even got to the good stuff.

The text then goes into a very specific list of to-dos, about Russia’s posture towards almost every nation on earth.

Let’s start close to Russia. The book argues that Ukraine should – surprise, surprise – be annexed by Russia. “Ukraine as a state has no geopolitical meaning, no particular cultural import or universal significance, no geographic uniqueness, no ethnic exclusiveness, its certain territorial ambitions represents an enormous danger for all of Eurasia and, without resolving the Ukrainian problem, it is in general senseless to speak about continental politics.” It goes on to argue that the only use for an independent Ukraine would be to provide a barrier to Europe, but that it’s not necessary.

Next, it turns to Britain. The book’s authors say Russia should encourage Britain to leave the European Union, and thus weaken it. That’s right. Russian strategists were openly arguing in favor of Brexit in 1997 when it was still just a glimmer in Nigel Farage’s eyes.

Score so far, Putin: 2, Rest of World: 0.

How about the rest of the world? It identifies Iran as a key ally for Russia and recommends that Turkey should receive a series of “geopolitics shocks” using Kurds and Armenians to keep it off-balance. I’d give that Putin: 4, Rest of World: 0.

The document even mentions Australia, if only in its relation to China. It says that China should be encouraged to have its geopolitical posture aligned to its south – Indo-China (except Vietnam), the Philippines, Indonesia, Australia – so that Russia can remain predominant on the “Eurasian” mainland. It also talks about making Germany and France the predominant powers in the European Union, in order to unbalance that alliance, and encourage an anti-Atlantic sentiment on the continent. Score so far is Putin: 6, Rest of World: 0.

But perhaps most amazing part of the book is when it calls for Russia to “introduce geopolitical disorder into internal American activity, encouraging all kinds of separatism and ethnic, social and racial conflicts, actively supporting all dissident movements – extremist, racist, and sectarian groups, thus destabilising internal political processes in the U.S. It would also make sense simultaneously to support isolationist tendencies in American politics.” If that reads like an accurate description of Trump’s inner-circle, again remember that this text was written twenty years ago.

Like Putin, Dugin and Klokotov saw the collapse of the Soviet state as humiliating. They believed that the West had hacked infiltrated their institutions in the late-1980s, and weakened the Soviet state from within. They, therefore, sought revenge in kind – influencing the institutions of other countries, to return Russia to what they considered its rightful place as a superpower.

It’s now clear to everyone but Sean Spicer that Trump’s campaign was in communication with the Kremlin for a year leading up to his election victory. The revelation on Thursday about Jeff Sessions means that this is the story that will dominate Trump’s first term. Putin: 7, Rest of World: 0.

Of course, every nation has influential strategic thinkers who help leaders shape their thinking, but the Foundations of Geopolitics has had an outsized influence since it’s publication 20 years ago. By some accounts, the book has been used to teach a generation of military officers in Russia, while Dugin himself continues to be considered a member of Putin’s inner circle.

There are many factors that go into geopolitics — and it can be easy to overstate Putin’s influence on what are tendencies that may have arisen anyway. But reading through the document, it is hard to escape the conclusion that much of Russia’s foreign policy has been shaped by Dugin and Klokotov’s thinking – and that that is in turn, shaping the way the world is heading.

And that should be a concern to us all. Their thinking breaks with many of the central tenets that underpin our politics. It rejects democracy and places nationalism at the heart of how geopolitics should operate. It is essentially a wholesale rejection of the globalization that Western economies have engaged in during the past four decades.

The question for the US intelligence community, and the Congress leaders who are looking into Russian influence in the US election, now becomes, what will Putin do next? Was his mission in assisting Trump’s election simply to pay back the USA for the collapse of the Soviet Union? Or is it to simply weaken the US, so that his own Eurasian Union — a hierarchical, anti-democratic alliance of countries with Russia at its head — can become a superpower? Who knows, but in the same way that the USA felt they had a friend in the Kremlin when President Gorbachev was in power, Putin clearly has a friend in the White House. If I were Putin, I’d be playing that card for as long as it lasts.

COMMENTARY: How Trump’s Foreign Policy Is Making Russian Fascism Great Again

As he sabotages America’s strategic alliances in favor of pro-Kremlin autocrats, the president is acting out the geopolitical fantasies of Alexander Dugin, rising Russian fascist ideologue and guru to Trump’s alt-right base.

“There are not many instances in history which show great and powerful states creating alliances and organizations to limit their own strength.”

That’s what the famous theorist of U.S. geopolitics, Nicholas J. Spykman, once wrote. Today’s Republican Party may be an exception to the rule.

The Trumpist wing of the GOP and its alt-right fan base is dedicated to curbing the power of liberals on the world stage, sabotaging U.S. influence abroad in favor of international, radical right-wing alliances, with partners who are explicitly enamored of the Kremlin.

It’s hardly surprising, then, that Alexander Dugin, a leading Russian fascist ideologue, and nexus for far-right activists all over Europe and the U.S., welcomes Trump as the harbinger of a new world order. It’s more surprising, and worrying, that the Trump foreign policy pivot is beginning to resemble some of Dugin’s unsavory theories.

Because the U.S. has traditionally worked diplomatically to re-enforce ties with elected governments in Europe, this subversive effort by the GOP appears to stake the U.S.’s global position on the continued rise of the radical right.

A key example can be found in Germany, where Trump’s loose-cannon approach has rendered the U.S. an untrustworthy ally in the public eye, making Putin look reliable by comparison.

When the U.S. ambassador to Germany effectively told Breitbart that he favored the resurgent “anti-establishment” populists – a hat-tip to the far-right party, Alternative for Germany – over the elected government, the news only further confirmed that the Trump Administration is more interested in undermining the U.S.’s own allies and liberal democracy, than it is in building credibility and solidarity.

The question then arises: Are America’s post-war allies still the allies of the Trumpist GOP, and vice versa?

The GOP’s new diplomacy bases international alliances on ideological allegiances over diplomatic commitments and strategic interests. When nationalism is raised to the level of state ideology, like attracts like, and different authoritarian nationalist parties buoy each other up to achieve a particular balance of power.

A hint at the return of this form of sovereignty can be drawn from the names and places of far-right organizing. There is Paul Manafort’s “Hapsburg Group” and the 2014 Vienna Conference of oligarchs, aristocrats, and far-right politicians on the anniversary of Metternich’s 1814 Congress of Vienna. And then there is the bizarre and repeated identification of French President Emmanuel Macron with Napoleon, a much-loathed figure in the historiography of the Central and Eastern European far-right.

The set of “anti-establishment” far-right forces currently riding populism into power cares little for “the people” and much for the trappings of Empire.

What is most striking about these moves by the Trump wing of the Republican Party is its obvious shift in geopolitical doctrine. On the most fundamental levels, the U.S. is now subdivided utterly into two competing groups with two entirely different geopolitical aims.

In one camp, the Trumpist GOP exhibits strong isolationist tendencies, positing an “America First!” exuberant nationalism. In the other, the Democratic Party seeks and has sought, with mixed results, to contain the rise of Russian influence in Europe and Eurasia.

These two different strategic interests diverge so greatly as to represent two irreconcilable worldviews with totally contradictory sets of values and ideals.

Though isolationist, the Republican Party is also expansionist, at least ideologically, as it seeks to weaken its liberal opponents worldwide and to cultivate stronger ties with opposition populist far-right parties that are openly affiliated with the Russian Federation. Needless to say, this is a pivot for which the Kremlin devoutly wishes and a network it both openly and quietly facilitates and funds.

The explicitly geopolitical ideology underlying this right-wing alliance, which engages particularly the Austrian Freedom Party and the League in Italy, as well as Iran and Syria, is what’s known as “neo-Eurasianism.” 

This so-called “philosophy,” promoted by the likes of occult fascist Aleksandr Dugin, aims at developing a “traditionalist” federation of ethnostates throughout Eurasia, with Moscow as a kind of de facto imperial center.

It’s no coincidence Dugin openly celebrated Trump’s win in the U.S. elections: according to a YouTube video he produced in the president’s honor, his victory stopped the expansion of globalism “at its very center.” It inaugurated a newly multipolar world, an idea for which Vladimir Putin has “been the vanguard,” in which America will be a “powerful and important [pole] but not the only one, and more importantly, one that has no claims to being exceptional.”

Dugin’s principle work, Foundations of Geopolitics, is not available in English translation, but those able to read the Russian text will find, masquerading behind bromides of anti-racism, a fully-fledged Aryan mythos, complete with esoteric legends of Hyperboria (the legendary Arctic site of the origins of humanity and its giant “Hyperborian” root-race), as well as the essential superiority of “the people of the North.” The Iranian connection is built on a supposed mythic connection between Persian and Russian ethnicities via a shared spiritual Aryan ancestry.

The neo-Eurasian worldview claims to support a multipolar federation of authoritarian traditionalists is deeply racially charged. It appeals to the racist nationalists, hardline Russian Orthodox clerics, reactionary Catholics, and far-right evangelicals that constitute the core of the global far right wing

It’s no surprise that Dugin has become an object of pilgrimage for members of both the alt-right and far left, having recently entertained far right YouTube ‘celebrities’ Lauren Southern and Brittany Pettibone, with whom he spoke on a panel in Moscow.

He the go-to guru for a long list of alt-right figures: Alex Jones of Infowars interviews him together with Mike Cernovich; Jack Posobiec exults that Dugin is his summer readingNina Kouprianova, wife of alt-right leader Richard Spencer, says “Dugin is one of the greatest minds of our time.” Not to be left out, Dugin has repaid Richard Spencer’s own high regard by tweeting approvingly an article by Spencer which functions as an alt-right catechism.

Former KKK head David Duke is a long-time fanasking rhetorically a year ago: “Dugin terrifies degenerate filth – I wonder why that is?” 

The Democratic Party seeks to contain the Kremlin’s expansionist “Greater Russia” that, having taken over Crimea, increasingly envisions Ukraine as part of its “heartland.” Needless to say, Trump’s recent pronouncement backed the Kremlin, and countered those challenging Russia’s new imperialism: “The people of Crimea, from what I’ve heard, would rather be with Russia than where they were.” 

Part of Russia’s strategy relies on a theory of what the 20th century “father of geopolitics” Halford Mackinder called the “world island,” an imagined collective territory ranging from the Cape to Kamchatka to Lisbon, to which the Eurasian “heartland” provides the key. “Whoever rules the Heartland will rule the World Island,” Mackinder declared, urging the Atlantic powers to prevent a dangerous alliance between Germany and Russia. 

One of the many geographers compelled by Mackinder’s arguments was Karl Haushofer, a German nationalist who seized the notion of a Eurasian force, added the notion of lebensraum, and provided the key influence for Hitler’s deputy Rudolf Hess, from which came the Nazi Drang nach Osten (Drive to the East) and the Holocaust.

Dugin’s neo-Eurasianism recalls the precursors and originators of Nazi geopolitical theory. But in his hands, it has become an anti-modern, imperial federation of Kremlin-backed ethno-states.

For Dugin and other fascists inspired by “National Bolshevism,” Hitler would have succeeded in building the Third Reich if only he had been able to build a national-socialist bloc with the Soviets, instead of invading.

The question confronting geopolitics today, then, is not only that of alliances between Germany and Russia but of the alliance between German and Russian nationalists against the North Atlantic powers. That is a meeting of minds that the Trump administration’s pivot toward Europe’s populists, including the Alternative for Germany, is clearly facilitating.

It is important to emphasize that the necessary outcome of alliances between countries is never wholly predetermined by their relationship to the local ecology and landscape. But geopolitics matter. When nationalist forces build a geopolitical alliance – similar to an axis of far-right powers -pitted against the liberal ideas bequeathed by the American and French revolutions, we know where that leads.

What appears today to conservatives as the brio of a nationalist wave manifests itself tomorrow in targeted violence, pogroms, and expansionism. When nationalist states expand into one another’s territory, massive and avoidable wars erupt. Those who suffer are the workers and their families – “the people” whom populists claim to represent.

If the Trumpist Republican strategy was to subvert the liberal world order, that would be one thing. But that subversion masks a determination to fuel a wider reactionary surge, one that threatens to undermine basic principles of self-determination, freedom, and equality.

So we should take their tactics of illiberal subversion seriously. But we should be more worried that this kind of populism is masking the formation of a deeply authoritarian empire-building that already led to the twentieth century’s world wars.

It seems that The Jewnited States has forgotten that the Law should be EQUALLY applied to all its citizens. Not just to the Goyim! Under the Logan Act, what this ‘doctor’ is doing is illegal. This is what the Logan Act states: “Under the Logan Act, a US law passed during the infancy of the country by President John Adams, American citizens cannot negotiate with foreign officials without the authorization of the country. According to the text of the Logan Act of 1799, ‘Any citizen of the United States, wherever he may be, who, without authority of the United States, directly or indirectly commences or carries on any correspondence or intercourse with any foreign government or any officer or agent thereof, with intent to influence the measures or conduct of any foreign government or of any officer or agent thereof, in relation to any disputes or controversies with the United States, or to defeat the measures of the United States, shall be fined under this title or imprisoned not more than three years, or both.” Have anyone seen this happen to Doctor Frager alias the Qatari agent?. By day, Dr. Joseph Frager is a gastroenterologist with a conspicuous mustache who is frequently listed as one of New York’s top doctors. But when he’s not seeing patients, he’s a powerful political operator, one of the most prominent and well-connected lay leaders of the Orthodox Jewish community in New York.
Frager is a major fundraiser for Israeli settlements, the organizer of the popular annual Israel Day concert in Central Park and an arranger of trips to Israel for prominent conservative politicians like Mike Huckabee and Rick Perry. He’s used his perch to develop close ties with multiple members of the Trump administration, including National Security Advisor John Bolton and U.S. Ambassador to Israel David Friedman, both of whom he has described as close friends.
But according to government records, from September 2017 through February 2018, Frager was also something else: a paid agent of the nation of Qatar.
Qatar is a mega-wealthy Arab monarchy in the Persian Gulf, whose vast oil and natural gas reserves allow it to throw its weight around in international politics — to the chagrin of its neighbors like Saudi Arabia and the United Arab Emirates, who don’t like Qatar’s periodic overtures to Iran. Qatar is a putative ally of the United States and hosts a key U.S. Air Force base, but it has also been criticized for its support of Hamas, the organization that has vowed to destroy Israel and is listed by the United States as a terrorist group.
The rivalries between Qatar and its neighbors have spilled over in the past year into multiple arenas, leading to Saudi Arabia and the UAE blockading its rival last year. The inter-Arab fight has led to both sides spending gargantuan sums of money on lobbying prominent Americans, including key Jewish figures, to support one side over the other — leading not only to bitter splits within the Jewish community but even eventually drawing the attention of special counsel Robert Mueller. This is the firestorm that Frager inserted himself in when he signed his Qatari contract.
Frager filed a document with the Department of Justice in April admitting that he had been paid $50,000 to “consult with Qatari officials on strengthening U.S.-Qatar relations.”
Frager’s contract was arranged by Stonington Strategies, a lobbying group under contract with the Qatari embassy that has concentrated on outreach to the Jewish community. (Nick Muzin, the owner of Stonington, announced on Wednesday that his firm was no longer representing Qatar). Several prominent Jewish advocates for Israeli policies, like lawyer Alan Dershowitz and Malcolm Hoenlein, the executive vice president of the Conference of Presidents of Major American Jewish Organizations, have visited Qatar since Stonington’s contract was signed.
The junkets to the country have angered many Jews and have been publicly repudiated by the Israeli government itself. “Meeting with Qatar condones murder,” celebrity rabbi Shmuley Boteach declared in a New York Times ad.

Frager’s disclosure was in accordance with the Foreign Agents Registration Act, a law that requires people who act “at the order, request, or under the direction or control” of foreign governments to disclose the nature of such arrangements and any contacts they have had with government officials and journalists. Lawyers who specialize in FARA told the Forward that they had never heard of a doctor – or indeed anyone who wasn’t a full-time lobbyist or PR professional – file a FARA disclosure.

“Having a doctor as a professional appears to be unusual, but at the same time, any person with great connections in a community for the particular purposes of a contract like this could be tapped for these objectives,” Amos Jones, a Washington, D.C. attorney who specializes in FARA, told the Forward.

Another FARA expert, who asked not to be named because he didn’t want even more people asking him to explain the law to them, told the Forward that it may be fitting that it was a gastroenterologist who filed the unusual disclosure: “FARA has given stomachaches to people.”

Frager did not respond to multiple requests for comment.

‘Joe Frager is a hero to me’

Frager, 63, was born in Philadelphia, the son of a synagogue president. He graduated undergrad from Yeshiva University in 1976 and the University of Pennsylvania’s medical school four years later. His main practice for more than 37 years has been at the Montefiore Medical Center in the Bronx, but he lives with his wife Karen in the Queens neighborhood of Jamaica Estates, where he’s been a longtime lay leader at Young Israel of Jamaica Estates, an Orthodox synagogue. He has been a longtime supporter of Israeli settlements, going back to working as a 19-year-old building the first fence around Ofra, one of the first West Bank communities, with only his brother to help him.

In addition to his busy medical practice, he wears many hats in the Jewish community, serving on the boards of many right-wing institutions, like the National Council of Young Israel, the hawkish umbrella group of the Young Israel synagogue movement, and American Friends of the Bet El Yeshiva Center, which raises money for institutions in that West Bank settlement, one of the largest. He’s also a frequent blogger for Israel National News, the Bet El charity’s popular right-wing news organization, and a frequent organizer of trips to Israel for right-wing pundits and politicians.

For his work, he’s been profiled in the New York Daily News and numerous local Jewish publications.

“Joe Frager is a hero to me,” New York state Assemblyman Dov Hikind, the city’s most well-known Orthodox politician, said in 2013. (Hikind’s wife is the executive director of a charity, American Friends of Ateret Cohanim, for which Frager is the chair of the executive council.)

“He should be an example to all of us that you can do whatever you do in life – be a doctor, a lawyer, or whatever else, and you can still do remarkable things for the Jewish people,” Hikind added.

Trump ties

Notably, given the interest shown in him by Qatar as a conduit to strengthen U.S.-Qatar relations, Frager has claimed close ties with several people within or close to the Trump administration, whom he could have conceivably have given the Qataris information about.

Frager has described Friedman, a member of a different Young Israel synagogue on Long Island before Trump picked him as ambassador, as a “great friend.”

Last June, a few months after he was confirmed as ambassador, Friedman appeared at an annual charity 5K organized by Frager’s synagogue to raise money for Israeli terror victims. At the race, Friedman said that he had spent time with Frager before the election. “A year ago, I was hanging out with Frager, speaking about what could be if there was a Republican president,” Friedman said. “What a difference a year makes!”

Both Frager and Friedman have served on the board of American Friends of the Bet El Yeshiva Center, which reportedly raises about $2 million a year for the settlement. Friedman once served as the organization’s president, and Frager was honored at the organization’s December 2017 annual gala as the winner of the “Shomer Eretz Yisrael” award – Guardian of the Land of Israel.

Frager is known to have met with Friedman at least once during his Qatar contract.

“Ambassador Friedman is acquainted with Dr. Frager through his efforts to support U.S.-Israel relations but has no knowledge of his alleged connection with Qatar,” a U.S. embassy spokesperson told the Forward.

Frager’s official biography at the Bet El gala said that he had “forged close friendships” with Bolton, who was named as Trump’s national security advisor in March. “Mazel tov, old friend, on your well-deserved appointment,” Frager said in a statement at the time.

Frager has interviewed Bolton for Israel National News, and Bolton has given public addresses to four institutions for which Frager was listed as the event’s organizer or honoree: Young Israel of Jamaica Estates, the Orthodox Jewish Chamber of Commerce, the Israel Day concert and the 2017 Bet El gala, when Frager won his award.

Bolton’s office did not respond to a request for comment.

Frager has also bragged about his close relationships with Fox News contributor Pete Hegseth, whom Trump reportedly considered for the Secretary of Veterans Affairs position, and Huckabee, the former Arkansas governor, who was one of Trump’s first political supporters and is the father of White House Press Secretary Sarah Huckabee Sanders.

Frager has organized multiple trips to Israel for Huckabee and Hegseth. Both American leaders have met with Friedman on their trips.

Huckabee went on to visit Qatar in January, praising the “surprisingly beautiful, modern, and hospitable Doha,” the country’s capital.

Frager interviewed Hegseth for Israel National News at the Central Park concert on Sunday. Hegseth took the opportunity to promote his interlocutor.

“People need to know the dedication that you have to the relationship between America and Israel,” Hegseth told Frager.

Huckabee and Hegseth did not respond to requests for comment.

The Qatar connection

Qatar’s outreach to the Jewish community has been led by Nick Muzin, the owner of Stonington Strategies. Muzin, himself an Orthodox Jew and the former deputy chief of staff of Republican Sen. Ted Cruz, has been paid $300,000 per month by the Qatari embassy to “develop and implement a government relations strategy for the State of Qatar.” Half of that money is designated for subcontractors.

Zionist Organization of America president Morton Klein, who harshly criticized other Jewish leaders’ Qatar trips before embarking on his own independent journey to meet the country’s rulers, told the Forward in January that part of Qatar’s Jewish outreach strategy is based on stereotypes: “They believe like so much of the world believes that we are the most influential group when it comes to Congress.”

“They asked me to go to congressmen and talk about my trip,” he added. “They asked me to go to Congress to urge them to go to Qatar, to see how they are trying to liberalize.”

Muzin’s FARA filings show that he and many of his subcontractors, most of whom are also lobbyists, arranged meetings with members of Congress and their staffs to discuss U.S.-Qatar relations. All of this is legal, lawyers say, so long as the lobbyists marked their meetings and correspondences in their disclosures, which they appear to have done.

The briefing materials the lobbyists distributed in those meetings, which are also on file, include basic information about the country and its leadership. But they also include a printout of an op-ed for Israel National News written by Frager in November, when his Qatar contract was still in effect, criticizing the United Arab Emirates for not allowing the Israeli national anthem to be played when hosting an international judo tournament there.

The article does not mention Qatar or disclose Frager’s ties to the country. Israel National News did not respond to a request for comment.

Muzin’s efforts to bring American Jewish leaders closer to Qatar has been heavily criticized within hawkish segments of the Jewish community.

“It is sad to see American Jewish leaders bolstering anti-Semitic stereotypes by ignorantly intervening in internal conflicts that do not concern them, complex inter-Arab conflicts which are difficult to assess even as observers,” wrote Yigal Carmon of the Middle East Media Research Institute.

“In all my years of Jewish communal activism, I have never seen an effort of this scope, with this much resources, to influence the U.S. Jewish community to scrub clean the terror financing record of an Arab government,” Boteach, the prominent rabbi, told The Jerusalem Post. (Muzin has claimed that Boteach had been eager to engage with Qatar until the royal family crossed him off their invite list).

But those who have met with the Qataris tell a different story.

Rabbi Shmully Hecht, the leader of the Shabtai society at Yale University (Muzin’s alma mater), wrote in the Times of Israel that engagement is the best way to steer Qatar in a pro-Israel direction.

“Many prominent Jewish leaders have flown to Qatar and have spent quality time with the country’s leadership,” Hecht wrote. “There they have discussed their concerns, built personal relationships, and have made suggestions about how the Qataris can improve their relationship with the United States and Israel. And from what I’ve heard, the Qataris have begun to listen and engage. That’s more than can be said for many other countries in the region.”

And Klein has claimed that his conversations with Qatar’s rulers helped squash the broadcast of an Al Jazeera documentary about Israel advocacy groups, which the ZOA had described as a “viciously anti-Semitic” project. (He has since had second thoughts about the country, telling Politico on Wednesday, “I’ve lost confidence that they’re at all serious about changing.”)

Even after announcing that Stonington was no longer representing Qatar, Muzin was unapologetic. “I am proud of the work we did to foster peaceful dialogue in the Middle East, to increase Qatar’s defense and economic ties with the United States, and to expand humanitarian support of Gaza,” he wrote on Twitter.

Farley Weiss, the president of the National Council of Young Israel, told the Forward in a statement that Frager, operating independently of his organization, met “several months ago” in New York “with a member of Qatar at their request and did so to raise the issue of bringing back the bodies of Hadar Goldin and Oron Shaul,” two dead Israeli soldiers whose bodies were captured by Hamas in 2014. Weiss said that the Qatari representative was meeting with other members of the Jewish community. Tablet has reported that Muzin arranged meetings in New York last September between Jewish leaders and Qataris in town for the United Nations General Assembly.

“Subsequently,” Weiss continued, “it is our understanding that Dr. Frager accepted a fee from a consulting firm for consulting work. This was a private matter and it is our understanding that Dr. Frager properly reported receipt of the income in compliance with U.S. laws.

“As can be seen by a review of our organization’s press releases and official statements, none of them had anything to do with Qatar, nor were they influenced in any way by Dr. Frager’s private actions or meetings. Dr. Frager never suggested during this time for us to take any position in relation to Qatar and has always acted professionally and with tremendous devotion to the National Council of Young Israel.”

What does $50,000 buy?

It remains unclear what exactly Frager did for Stonington as part of his work “consult[ing] with Qatari officials on strengthening US-Qatar relations” — he, Muzin and the Qatari embassy did not respond to requests for comment.

But the large payment appears to indicate significant assistance, according to Jones.

A $50,000 contract with a non-agent of a foreign principal” – that is, someone who isn’t a Qatari citizen or embassy employee – “suggests that there is considerable work on behalf of that foreign principal,” he said. “Otherwise there would be no need for that name to appear.”

The timing of Stonington’s disclosures indicates a possibly illegal discrepancy. Stonington’s biannual disclosure report says that Frager was under contract from September 2017 to February 28, 2018. But Frager only filed his own personal disclosure on April 30 – more than two months after his contract ended, and far later than the law requires.

“He needs to file within 10 days” of signing his original contract, the FARA lawyer who wished to remain anonymous told the Forward.

But, the lawyer continued, Frager will likely escape trouble with the law: “The only way to be prosecuted under FARA is ‘willful violation,’ and chances are, it wasn’t willful.”

Although some on the left and the right have called on Jewish organizations like AIPAC that lobby for Israeli interests to be forced to file under FARA as agents of the Israeli government, Jones said that there was a big difference between what activists like Frager voluntarily do for Israel and what Frager did for payment for Qatar.

“There is a very bright line between voluntary political activities of an American, and operating as an agent of a foreign principal,” Jones said. “It’s all about control. Which is almost always determined by the payment of money.”

Even if he wasn’t getting paid, the other lawyer said, Frager would have still had to register if he was acting as “an agency of the Qatari government” and was following their orders.

Unlike other Stonington contractors, Frager did not disclose contacts with American government officials or journalists on the subject of Qatar. But he was not required to disclose discussions of Qatar-adjacent issues like Hamas, or disclose Qatar-related contacts with prominent non-government figures like American Jewish leaders or Bolton (who was a private citizen until March).

“Lobbying lines can blur where there was pre-existing schmoozing,” Jones explained in a follow-up email. “It is quite often the case that official contacts had been friends of a person later hired by a foreign principal prior to the person’s eventual contracting as an agent, and/or prior to the targeted official’s ascent into an official status in which he would be influential enough to be lobbied. If, in his contact with U.S. officials, an agent were not acting on behalf of a foreign principal, a reporting requirement is probably not triggered. Even agents of foreign principals are allowed to keep ordinary friendships with people who happen to become importantly of interest to foreign principals.”

Caught in the middle of Mueller

The Jewish community is far from the only focus of Qatar’s public relations campaigns. Its desire to lift the Gulf blockade and improve its standing in the United States has led Qatari state entities to sign agreements with 25 lobbying and public relations firms, reportedly to the tune of at least $20 million.

Qatar’s efforts have to a certain extent been successful – the country’s ruler had a successful visit to the White House in April, where President Trump praised their efforts fighting terrorism and called them “a very big advocate, and we appreciate it.”

But Qatar has also been caught in Mueller’s probe of foreign interference in the 2016 election.

NBC News reported in March that Qatar had acquired evidence of improper influence by the UAE, its rival country, on presidential advisor/son-in-law Jared Kushner, but hid it from Mueller’s team in order to preserve the country’s relationship with Trump.

Additionally, one of Mueller’s focuses has been on the efforts of Elliott Broidy, a prominent Republican Jewish businessman and political donor, to influence White House foreign policy in an anti-Qatar direction – and whether he was paid to do so by a businessman tied to the UAE’s ruling family. Broidy has sued the state of Qatar and Muzin himself for allegedly hacking the emails disclosing his diplomatic efforts and leaking them to journalists.

Two of the key figures in the Mueller probe, Paul Manafort and Michael Flynn, have been charged with violating FARA, with Flynn already having pleaded guilty. Before last year, there had only been three indictments under FARA since 1966, according to the Department of Justice. The Mueller effect has led to increased compliance with the law, experts say.

“Historically, before the campaign of 2016 and back to 2014, we did not have a lot of this activity being registered, though it should have been,” Jones said. “There’s heightened sensitivity and more compliance than I’ve ever seen in my entire career, thanks to the notoriety of the prosecutions under it.”

Jones said that Frager filing his FARA disclosure in accordance with the law was ultimately a good thing.

“The whole purpose is transparency,” Jones said. “The policy behind FARA is, yes, lobbying will happen. The key is for the American people to know when it comes to foreign influences, who’s pulling the strings.”
